山西省长胡富国最近签署省政府令,正式发布施行《山西省农民承担费用和劳务管理实施办法》。这一省级行政规章明确规定,向农民提取的村提留不得超过上年农民人均纯收入的3%,其中公积金、公益金、管理费各占1%。农村干部报酬实行定额补贴和误工补贴两种形式。村党支部书记、村委会主任、经济合作社社长、会计四职实行定额补贴,一人兼任两职以上职务的,只享受一份补贴;其他干部实行误工补贴,其数额由乡政府确定并公布。
