2002年5月21日,中国对部分进口钢铁产品实施了临时保障措施。这是中国自2002年1月1日施行《中华人民共和国保障措施条例》后,第一次启动保障措施,也是中国入世后第一次动用保障措施。 反倾销、反补贴、保障措施是国际上通行的制止不正当竞争、规范国际贸易秩序、保护国内产业安全的重要措施。
On May 21, 2002, China implemented temporary safeguards on some imported steel products. This is the first time that China has started safeguarding measures since the implementation of the “Regulations on the Safeguards of the People’s Republic of China” on January 1, 2002, and is also the first time that China has used the safeguard measures after China’s accession to the WTO. Anti-dumping, countervailing and safeguard measures are internationally important measures to stop unfair competition, standardize the international trade order and protect the domestic industry.
