2001年12月13日,美国总统布什正式宣布,美国决定退出1972年与苏联签署的《反弹道导弹条约》。目的是为了不受该条约的约束而能集中各方面力量发展国家导弹防御系统。国家导弹防御系统的主要拦截手段是激光武器。激光武器是指利用激光束的能量直接杀伤破坏目标或使其丧失作战效能的新概念武器。它利用高能量密度射束替代常规子弹,是武器装备发展历程中继冷兵器、火器和核武器等之后又一个重要的里程碑。它所特有的卓越的技术性能,有可能使其成为适应21世纪信息化高技术战争的、具有划时代意义的新一代主战兵器。
On December 13, 2001, U.S. President Bush officially announced that the United States has decided to withdraw from the “Anti-Ballistic Missile Treaty” signed with the Soviet Union in 1972. The purpose is to concentrate on the development of the national missile defense system without regard to the treaty. The main means of interception of the national missile defense system is laser weapons. Laser weapon refers to the use of the energy of the laser beam directly destroy the target or loss of combat effectiveness of the new concept of weapons. It replaces conventional bullets with high-energy density beams and is another important milestone after the development of weapons and equipment relaying cold weapons, firearms and nuclear weapons.
