在基层情报工作中,一直存在两个令人烦脑的问题。一是,情报单位所拥有的情报资料不能充分满足读者的要求。读者需要的是甲,而我们只有乙,或虽有甲却不完全,如此等等,每每使读者败兴而去。二是,我们有一些情报资料确实很符合当前需要,但索者寥寥,很少使用。这虽是相互矛盾的两种现象,但都妨碍了情报功能的正常发挥。从某个角度来看,后一个问题所产生的影响似乎更要严重一些,应该引起人们的注意。以上海市为例,统计表明,在全上海市的科技人员中,能阅读外文资料的只占10%,而具有文献检索能力的仅有1%。这就不难说明文献、资料利用率低的根本原因。试想,一位既不懂外语,又不会检索文献的读者能对那浩如烟海的国外科技文献感兴趣吗?文
There are always two troubling questions in grass-roots intelligence work. First, intelligence information owned by intelligence units can not fully meet the reader's requirements. Readers need is A, and we only B, or although A is not complete, and so on, often make the reader out of frustration away. The second is that we do have some intelligence information that really meets the current needs but only a few of them are seldom used. Although this is a contradictory phenomenon, they both prevent the normal functioning of intelligence. From a certain point of view, the impact of the latter issue seems to be more serious and should attract people's attention. Taking Shanghai as an example, statistics show that only 10% of foreign scientists and researchers have access to foreign materials in Shanghai, while only 1% of them have the ability to retrieve documents. This is not difficult to explain the root causes of the literature, low data utilization. Imagine, a reader who does not know a foreign language and can not retrieve the literature is interested in that vast overseas scientific literature?
