“十三五”规划纲要明确提出,要大力发展服务业和中小企业。在2015年的国务院政府工作报告中,大众创业、万众创新被着重提及,同年11月又提出“供给侧结构性改革”这一概念,这些都为助力中小企业创新发展创造了良好的机遇。而中小企业创新环境的优劣直接影响着中小企业的创新内生动力。基于云南省2014年数据,在因子分析评价体系的基础上,构建创新环境优化评价指标体系,就中小企业创新环境对创新的影响因素进行分析,得出云南省各地区创新环境排名,同时得出相应的结论,进而提出进一步优化中小企业创新环境的对策建议。
“Thirteen Five ” plan clearly stated that we should vigorously develop the service industry and small and medium enterprises. In the 2015 State Council Government Work Report, mass entrepreneurship and mass innovation were highlighted. In November of the same year, the concept of “supply-side structural reform” was put forward, all of which created favorable conditions for the innovation and development of small and medium-sized enterprises opportunity. The merits of SMEs innovation environment directly affect the innovative endogenous motivation of SMEs. Based on the data of Yunnan Province in 2014, based on the factor analysis and evaluation system, the index system of innovation environment optimization is constructed, and the influencing factors of innovation in SME innovation environment are analyzed. The ranking of innovation environment in different regions of Yunnan Province is obtained, The corresponding conclusions, and then put forward countermeasures and suggestions to further optimize the innovative environment for SMEs.
