随着国有企业的体制转换和结构调整进入攻坚阶段，一些深层次矛盾和问题集中暴露了出来，公安工作面临着严峻的考验和挑战。要认真分析、预测在国有企业改革和发展进程中可能给社会治安带来的新情况、新问题，适时调整公安工作布局，全力维护企业稳定。按照“精简、高效、统一”的原则，推进公安机构和管理体制改革，特别是与国有企业改革和发展密切相关的职能部门要彻底革除弊端，提高工作效率和服务水平。打击犯罪。整治社会治安是公安机关为国有经济改革和发展做贡献的直接体现，要着重抓好三方面工作：一是打击经济犯罪加力度；二是整治治安秩序讲实效；三是保护合法权益求及时。
