秦始皇自二十六年统一六国,到三十七年病死沙丘,为彰显功德、求神访仙等,曾五次大规模地巡游全国。五次巡游中,三次到达芝罘,即现在的烟台芝罘山。秦始皇巡游芝罘之事,《史记》等典籍均有记载。芝罘,古有转附、青城山、之罘、芝罘诸说。“转附”之说,最早见于儒家经典《孟子》。《孟子梁惠王下》云:“(梁惠王)吾欲观于转附、朝儛,遵海而南,放于琅邪。”清代
