我国宅基地产权制度的演变分为农民拥有宅基地所有权、宅基地使用权可交易、宅基地使用权禁止交易、禁止宅基地使用权向城镇居民出售四个阶段。当前,宅基地房自由公开交易对于推动农民工城市化、完善政府治理方式、实现宅基地使用权价格、健全我国社会主义市场经济体制意义重大。但是宅基地房要成为自由公开交易的商品,还受到户籍迁移制度、耕地制度、土地财政与社会保险覆盖面等因素的制约。因此,要分类推进城镇户籍制度改革,建立宅基地使用权流转与耕地使用权脱钩制度,确立宅基地房卖主与社保挂钩制度,改革住房交易的税收制度,建立农村住房交易信息系统与平台。
The evolvement of the system of property rights of homestead in our country is divided into four stages: the peasants own the ownership of the homestead, the rights to use the homestead can be traded, the rights to use the homestead are forbidden, and the right to use the homestead is forbidden to sell to the urban residents. At present, the free and open transactions of homesteads and houses are of great significance to promoting the urbanization of peasant workers, improving the government governance, realizing the price of the right to use house sites, and improving the socialist market economy in China. However, housing land to become a free and open trading of goods, but also by the household registration system, cultivated land system, land finance and social insurance coverage and other factors. Therefore, it is necessary to categorize and promote the reform of the household registration system in urban areas, establish the system of decoupling the transfer of the right to use homesteads and the right to use cultivated land, establish a system to link up the houses and landowners to the social security system, reform the tax system of housing transactions, and establish a rural housing transaction information system and platform.
