一、建立军队住房物业管理体制的思路 随着社会主义市场经济的发展和军队住房制度改革的不断深化,一个新型住房保障体制的思路和模式正在酝酿形成,即实行“官邸式+社会化”的新型住房保障体制,确保军队干部”服役期间有房住,退役住房有保障”。从我军实际出发,住房社会化可分两步走:第一步,先实行住房半社会化,即把原营区家属院或住地附近的家属生活区建成独立于主营区的军管住宅区;第二步,经过相当长的时期后,军官住宅区最终交给地方房管部门或房产公司,实行完全的社会化住房管理。 要实现这一新型住房保障体制,关键是第一步住房半社会化的实现及管理(第二步由于住房交给地方管理与军队无直接关系,暂且不论)。笔者认为,对于半社会化的军官住宅区的管理,应建立军队住房物业管理体制,按照市场经济规律,进行单独的企业化管
