2004年《国务院关于投资体制改革的决定》提出了对非经营性政府投资项目推行代建制的规定。代建制是非经营性水利工程项目建设管理体制的发展方向,是政府通过招标等方式,选择专业化的项目管理单位负责建设实施,严格控制项目投资、质量和工期,竣工验收后移交给使用单位。代建制新型建设管理模式通过在南水北调京石段应急供水工程建设中的的尝试,取得了良好效果。
In 2004, the “Decision of the State Council on Reforming the Investment System” proposed the introduction of the agency construction system on non-profit government investment projects. Agent construction is the development direction of non-profit water conservancy project construction management system. The government selects the specialized project management unit to take charge of the construction and implementation through bidding and so on. The project investment, quality and construction period are strictly controlled. After completion and acceptance, the project is handed over to the user. Acting on behalf of the construction of new construction management mode by the South-to-North Water Transfer Emergency Water Supply Project in the attempt, and achieved good results.
