就业是民生之本、和谐之基。实施扩大就业的发展战略,实现社会就业更加充分,是经济社会和谐发展的重要目标,是保障和改善民生的重要条件,是政府的重要职责。职业教育培训是国家职业教育体系的重要组成部分,其发展水平是衡量一个国家、一个地区整体教育水平的重要标志。加强职业教育培训、提高劳动者素质是扩大就业的现实需要,更是促进经济发展方式转变的重要途径。
Employment is the foundation of people’s livelihood and harmony. Implementing the strategy of expanding employment and realizing more employment in the society is an important goal of harmonious socio-economic development. It is an important condition for safeguarding and improving people’s livelihood and an important responsibility of the government. Vocational education and training is an important part of the national vocational education system. Its level of development is an important indicator of the overall education level in a country or a region. To strengthen vocational education and training and improve the quality of laborers is a practical need to expand employment. It is also an important way to promote the transformation of the mode of economic development.
