有关创新工艺的西方文献,提出了对中国发展技术经济有重要价值的11条建议。中国需要强化资本来源,需要个人和企业间的互相竞争,减少技术过程管理中的政府干预。此外,对创新采取更有效的奖励机制、得力的工作人员、更上一层的管理能力都将促进技术发展。总的说来,由于对技术经济发展的大量国家资本投入,以及过去十年中经济上所取得的成就,超越了上述缺陷。只要保持现有的政策,我们预计到2000年,中国将以科技密集型产品强烈地冲击全球市场。
The Western literature on innovation processes presents 11 recommendations that are of great value to China’s technological economy. China needs to strengthen its sources of capital, competing with each other and individuals, and reducing government interference in technical process management. In addition, more effective incentives for innovation, competent staff, and more advanced managerial skills will all contribute to technological advancement. In general, these deficiencies have been overcome by the massive national capital investment in technological and economic development and the economic success of the past decade. As long as we maintain our existing policies, we expect that by the year 2000, China will strongly impact the global market with technology-intensive products.
