有效性评价是国家公园完整管理过程的核心环节,分区管理则是其实现管理目标的关键途径。分区管理成效评价有利于管理者掌握各个分区管理现状,发现问题并有针对性的提升公园管理质量与水平。文章以梅里雪山国家公园为研究对象,综合运用文献分析、实地问卷调查、德尔菲和层次分析等方法定量构建了公园分区管理有效性评价指标体系,设计了各个分区管理成效评价公式,并最终计算得出各分区管理成效的得分。评价结果表明,梅里雪山国家公园管理优秀的分区是生态保育区(Ⅱ区),得分83.94分;管理良好的分区是严格保护区(Ⅰ区),得分75.68分;管理一般的分区是游憩展示区(Ⅲ区)71.42分和一般管制区(Ⅳ区)65.27分。在评价的基础上,本文还根据各分区得分及管理中存在的问题提出有针对性的分区管理对策及建议。
Validity evaluation is the key link in the process of complete management of national parks. Partition management is the key way to achieve the management objectives. Evaluation of the effectiveness of sub-district management is conducive to managers to master the status of the various sub-district management, identify problems and targeted to enhance the quality and level of park management. This paper takes Meili Snow Mountain National Park as the research object, and synthetically uses the methods of literature analysis, field survey, Delphi and AHP to quantitatively construct the evaluation index system of park district management effectiveness, and designs the evaluation formula of each district management effectiveness and finally calculates Obtain scores for each district’s management effectiveness. The results showed that the excellent subregion of Meili Snow Mountain National Park was ecological conservation zone (area Ⅱ) with a score of 83.94; the well-managed sub-area was a strict protected area (area Ⅰ) with a score of 75.68; and the sub-zone of general management was the recreation and display area (Ⅲ area) 71.42 points and the general control area (Ⅳ area) 65.27 points. On the basis of the evaluation, this article also puts forward some countermeasures and suggestions for zoning management according to the scores of each zoning and the problems in management.
