同志们:甘肃首届财政会议,前后共开了十天,关三天是传达报告和工作检讨,并特别着重财政干部思想作风的检讨;后七天讨论了财政具体问题,并制定了方案。开幕那天,同志们听取了邓主席的讲话和陈秘书长、马副厅长的传达报告,这些讲话和报告,大家在基本上已经瞭解,并且接受中央人民政府和西北军政委员会关于统一财经工作的决定和精神。因此,在进行检讨中,能把实际情况和思想作风联系起来,能接触到问题的本质,像这样比较深刻的认真的检讨财政工作,在甘肃还是第一次,确使我们在思想认识上提高了一步。
