鄂豫皖根据地苏维埃银行存在的两年时间里,先后发行了数种货币,根据地的党、政府和银行也在货币的投放和回笼方面采取了一系列的措施。措施主要包括两个方面:在投放方面,包括军费拨款、政府行政开支、银行发放贷款和货币兑换等方式;在回笼方面,则包括存款、征收税款、上交利润和武装筹款等方式。这些措施适应了当时的战争环境,稳定了根据地金融,繁荣了根据地经济,有力地支持了革命战争。
In the two years that existed in the Soviet Union, Hubei, Henan and Anhui provinces, several kinds of currencies were successively issued, and a series of measures were taken by the party, government and banks in the base areas in terms of launching and withdrawing currencies. Measures include two aspects: delivery, including military spending, government administrative expenses, bank loans and currency exchange, etc .; in terms of the withdrawal, including deposits, tax collection, profit-making and armed fund-raising and other means. These measures adapted to the current war environment, stabilized the base area finance, prospered the economy of the base areas and strongly supported the revolutionary war.
