国家科委科技情报司宋培元在《中国科技期刊研究》1991年第1期指出:我国科技期刊按期刊的主管部门划分为全国性期刊和地方性期刊。全国性期刊是指国务院所属各部、委、局、中国科学院、中国科协及全国性人民团体主管的期刊;地方性期刊是指省、自治区、直辖市各委、厅、局主管的期刊。必须说明的是这种分级不是以期刊质量、学术、技术水平为划分依据,而是从期刊的行政管理机构来确定的。因此,不能说地方性期刊的质量、学术、技术水平低于全国性期刊。到目前为芷,国家尚没有一种从质量、学术、技术水平等方面为科技期刊定级的规定。
Song Peiyuan, Science and Technology Intelligence Division of the State Science and Technology Commission, pointed out in the first issue of “Chinese Journal of Scientific and Technical Periodicals” in 1991: China’s sci-tech periodicals are divided into national periodicals and local periodicals according to their periodicals. National journals refer to the journals in charge of ministries, commissions and bureaus under the State Council, the Chinese Academy of Sciences, the China Association for Science and Technology and the national people’s organizations. Local journals refer to the journals in charge of the committees, offices and bureaus of provinces, autonomous regions and municipalities directly under the Central Government. It must be stated that this classification is not based on the quality of the journal, academic, technical level for the division, but from the journals to determine the administrative agencies. Therefore, we can not say that the quality, academic level and technical level of local journals are lower than those of national journals. Up to now, there is no national regulation on sci-tech periodicals in terms of quality, academic and technical level.
