我国城市公交行业通过多种途径推进市场化改革,取得了积极的成效。但目前公交市场化改革面临着企业市场主体地位模糊、竞争机制不规范、价格管制欠科学、政府陷入两难困境、以及“撇脂”和腐败等问题,直接导致了城市公共交通服务质量和效率低下。本文分析了产生这些问题的根源,并提出了推进城市公共交通市场化改革的相关策略。
The urban public transport industry in our country has promoted the marketization reform in various ways and achieved positive results. However, at present, the market-oriented reform of public transportation is facing such problems as the vague status of the main body of the enterprise market, the non-standardization of the competition mechanism, the scarcity of science in price control, the dilemma of the government, and the “skimming” and corruption. low efficiency. This paper analyzes the root causes of these problems and puts forward some strategies to promote the market-oriented reform of urban public transport.
