我国长江航运有着得天独厚的自然条件。它具有运量大、投资省、不占农田、节省能源,劳动生产效率高等经济优势。但由于对长江航运缺乏应有的重视,水资源综合利用不够、通航条件差、港建落后、航政管理混乱等原因,其优势未能充分发挥。为此,作者提出了必须纠正“重陆轻水”的偏向,以及处理好发展和调整的关系,注意水资源综合利用,加强港口和航道的建设,改革管理体制,制定内河航运法规等建议。
China’s Yangtze River shipping has a unique natural conditions. It has a large amount of traffic, investment province, does not account for farmland, energy saving, labor productivity and other economic advantages. However, due to the lack of due attention to the shipping of the Yangtze River, inadequate utilization of water resources, poor navigable conditions, the lagging behind of Hong Kong’s construction and the disruption of navigation administration, its advantages have not been brought into full play. Therefore, the author puts forward the suggestion of correcting the bias of “heavy land and light water”, handling the relationship between development and adjustment well, paying attention to the comprehensive utilization of water resources, strengthening the construction of ports and waterways, reforming the management system and formulating inland navigation laws and regulations.
