变化一:个体工商户也参加工伤保险《工伤保险条例》规定:“中华人民共和国境内的各类企业,有雇工的个体工商户应当依照条例规定参加工伤保险”,将工伤保险社会统筹的覆盖范围涵盖了所有企业,特别是将乡镇企业纳入了统筹范围,另外第一次将有雇工的个体工商产纳入了工伤保险的范围,最大限度地保护了劳动者的合浓权益。
