社会经济是主流市场以外的另类经济实践,是一场要求参与者透过自我提升以达致经济生活模式改变的社会运动。本文介绍社会经济在香港实践过程中的新尝试,涉及两个具体的个案:一个是社区“互惠人才市场”计划,一个是公平贸易与“公平点”。社区“互惠人才市场”计划使社区内互不相联的各种经济成分转变为利益合作共同体,建立了一种新的经济生产方式,从而带动社区乃至更广区域的经济发展。“公平点”是一所社会企业,它不会只关注商业盈利或只着重社会目标,而是要共同达到商业营运和社会使命的双重目标。本文最后讨论整个珠三角地区的另类经济发展空间,在恪守社会经济基本原则的前提下寻找加强跨境连结的可能,并探索如何能做到各地城市及城乡之间互惠互补等问题。
Socioeconomy is an alternative economic practice outside the mainstream market, a social movement that requires participants to achieve changes in their economic life through self-promotion. This article introduces a new attempt of social economy in the practice of Hong Kong. It deals with two specific cases: one is the community “reciprocal talent market” plan and the other is fair trade and “fairness point.” Community “Reciprocal Talent Market ” plans to transform various interdependent economic components in the community into a cooperative community of interests and establish a new mode of economic production, so as to promote the economic development of the community and even wider areas. “Equity Point” is a social enterprise that does not focus solely on business profits or on social goals but on the dual goals of business operations and social mission. At the end of this article, we will discuss the alternative economic development in the entire Pearl River Delta region, look for the possibility of strengthening cross-border links under the premise of abiding by the basic social and economic principles, and explore ways to achieve the mutual benefits and complementarities between cities and urban and rural areas.
