一、引言随着集装箱运输的蓬勃发展,国际货物运输进入了多式联运时代,被喻为运输业的又一次革命。为了提供优质服务以满足货主的要求并同时降低营运成本,各种运输方式的承运人都在目的地既定的情况下,将各种运输方式结合起来,选择最佳的运输路线,提供“门到门”的一站式服务。在这种大环境下,不能仅仅研究传统的海上运输区段,而将其与其他运输方式分离开来。目前,三个传统的国际公约,即《海牙规则》、《海牙—维斯比规则》和《汉堡规则》并存,同时,一些国家在本国实施不同于这三个国际公约的海上货物运输法律。
