目的对福建省7个地市2008、2009年突发公共卫生事件绩效考核指标进行评估分析。方法按照标准予以评分,并对资料的完整性、逻辑性、一致性、真实性和规范性进行可信度评价。结果 2008、2009年全省突发公共卫生事件预案体系完整率均为91.1%;模拟演练指数达标率2008年55.7%,2009年99.7%;应急物品储备率均未达标;规范处置指数和事件原因查明率均为100%。结论全省突发公共卫生事件应急评估大部分指标能达到要求,但预案体系完整率、应急物资储备率、模拟演练工作还需加强;应增加经费投入,提高医疗卫生机构应对各类突发事件的处置能力。
Objective To evaluate and evaluate the performance evaluation indexes of public health emergencies in 2008 and 2009 in 7 cities of Fujian Province. The method was scored according to the standard and the credibility was evaluated on the integrity, logic, consistency, authenticity and normativeness of the data. Results In 2008 and 2009, the completeness rate of preplan system of public health emergencies in the province was 91.1%. The compliance rate of simulated exercise index reached 55.7% in 2008 and 99.7% in 2009. The reserve ratio of emergency items did not reach the standard. Identification rate was 100%. Conclusion Most of the emergency assessment of emergency public health emergencies in the province can meet the requirements, but the completeness of the preplan system, emergency supplies reserve ratio and simulation exercises need to be strengthened. The financial input should be increased to improve the response of medical and health institutions to all kinds of emergencies Disposal ability.
