为统筹安排好民政部门集中使用的福利彩票公益金,切实推动以老年人、残疾人、儿童福利事业为重点的社会福利、社会救助以及其他民政事业的发展,2010年5月4日,民政部出台了《关于2010年福利彩票公益金使用的指导意见》,就2010年民政部本级彩票公益金使用方向及范围予以通报,明确将加大对老年社会福利设施建设的投入和对儿童福利事业投入,同时也就各地公益金使用工作提出指导意见。
