目前,农村扶贫资金的使用出现了明显的边际效益递减现象,文化贫困的掣肘和人力资源投资的重要性日益凸显。扶贫工作是一项庞大的系统工程,针对辽宁的实际,必须以科学发展观为指导,以人为本、统筹兼顾、综合开发,由对农民“输血”转变为增强农民自身的“造血”能力,以实现贫困地区的可持续发展。
At present, the use of funds for poverty alleviation in rural areas shows obvious diminishing marginal benefits. The constraints of cultural poverty and human resources investment have become increasingly prominent. Poverty alleviation work is a huge systematic project. In response to the actual situation in Liaoning Province, we must take the scientific outlook on development as guidance, people-oriented, make overall plans for all things and make comprehensive development. We should change from “transfusion” of peasants to enhancement of peasants’ “hematopoietic capacity” Sustainable development in poor areas.
