该工程建于马拉维首都利隆圭市中心,占地面积为378500m~2。其中建筑物总建筑面积约为33678m~2,分为两个部分:即国际会议中心区域为25258m~2;总统别墅区域为8420m~2。工程主要为框架、框架剪力墙和砌体结构组成。基础形式为一柱一桩及独立承台组成。另外总体硬化道路、停车场、中心广场面积为110000m~2。整个工程建在丘陵地带,在570~*640m~2范围高低差达47m,平均斜率6%。
