短论《做好搞活企业这篇大文章》比较全面地论述了这个问题。文中指出,虽然目前搞活企业的问题还没有从根本上解决,企业还没有真正地从“条条”和“块块”的束缚中解放出来,已经下放给企业的经营管理自主权没有完全落实,但是,近年来,围绕扩大企业自主权进行的各项改革,对于增强企业活力,促进经济的发展,起了很大的作用,已为搞活企业创造了一定的外部条件。今后,要从进一步创造良好的外部条件和完善企业内部机制两个方面作出努力。
