高技术是科技革命新阶段的标志,也是改造经济领域物质技术基础的手段。它既决定生产集约化的水平,也决定劳动生产率的增长速度。因此可以说,加快经济发展、提高产品的竞争力、缓和失业问题、使萧条地区重获生机,无不与高技术有关。因此,美国政府把发展高技术产业放在其经济战略的中心地位。从70年代末到80年代初,美国正是由于优先发展了高技术产业,才使经济结构和工业生产发生了根本性变化。
High technology is a symbol of the new phase of science and technology revolution and a means of transforming the material and technological foundations in the economic field. It determines the level of intensive production, but also determines the rate of growth of labor productivity. Therefore, it can be said that the acceleration of economic development, the enhancement of the competitiveness of products, the alleviation of unemployment and the revival of the depression are all related to high technology. Therefore, the U.S. government places the development of high-tech industries at the center of its economic strategy. From the late 1970s to the early 1980s, it was precisely because of the priority given to the development of high-tech industries in the United States that fundamental changes have taken place in the economic structure and industrial production.
