曾被称为“道德文明国”的中国,其传统文化有着崇道重义的深厚传统,特别是其政治文化、治国方略的传统中,有着一以贯之、个性鲜明的重视道德的传统。早在西周初年,政治家就已认识到德治的价值,提出了“敬德保民”的思想,总结出“皇天无亲,唯德是辅”的经验。认识到只有以德治理天下,才能保持天命久远,这就是所谓“王其德之用,祈天永命”。春秋
