以科技创新与跨世纪发展战略为主题的中国发展战略学研究会’99学术年会12月7日至8日在北京举行。中国发展战略学研究会理事长、中国科学院院长路甬祥在讲话中指出,研究会要从全国范围考虑,深入系统地研究国家创新体制。出席本届年会开幕式的有全国人大副委员长、中国发展战略学研究会名誉会长周光召,著名经济学家于光远,原国务院发展研究中心顾问马宾,原国家体改委副主任乌杰等领导和专家200多人。中国发展战略学研究会常务副理事长王玉民研究员主持了开幕式。周光召鼓励各条战线的老专家要与年轻学者结合,共同探讨新世纪中国的发展战略。乌杰强调,迎接新世纪的挑战,这是中国发展中的最大战略性问题,在思想方法上,不能仅仅注重“分”的方法,更应该注意综合系统论的方法,在2000多个学会中,中国发展战略学研究会是改革中最重要的学会之一。马宾提出:战略目标、战略实施、战略思想理论基础要继续研究,但还要注意两条:一是时代特征的研究;二是国情的研究。

Zhou Guangzhao encouraged veteran experts on all fronts to combine with young scholars to jointly discuss China's development strategy in the new century. Urges emphasized that meeting the challenges of the new century is the biggest strategic issue in China's development. In terms of methods of thinking, we should not focus solely on the method of “dividing”, but should pay more attention to the method of comprehensive systems theory.
