建立科学完善的军人保险制度,是一项复杂的系统工程,完成这一工程,需要包括国家、军队和军人在内的多方面的共同努力。文章对国家、军队和军人在军人保险制度建立与实施过程中的主要责任进行了探讨,认为国家应承担立法保证和财政支撑责任,军队应承担制度建设、人才培养、事务管理和理论创新责任,军人应承担提高思想认识、执行政策法规、施行群众监督责任。
Establishing a scientific and perfect military insurance system is a complicated systematic project. To complete this project, we need a concerted effort from various quarters, including the state, the military and the military.
