我县一个行政部门发文,将密级标注在文件首页的右上角。我们向这个部门的负责人指出:文件标密的方式不符合国家保密局的有关规定。这个部门的负责人却说他们是按照有关规定标密的,并找出国务院办公厅和江西省人民政府办公厅的有关文件让我们查看。 国务院办公厅1993年11月21日发布的《国家行政机关公文处理办法》第三章第十条第二款规定:“秘密公文应当分别标明‘绝密’、‘机密’、‘秘密’,‘绝密’、‘机密’公文应当标明份数序号。”
