南京地处长江、秦淮河、滁河下游,境内江、河、湖要承泄上游的洪水,是典型的“洪水走廊”;同时,辖区内有65%以上的面积为低山丘陵区。受地理位置、地形、气候等诸多因素影响,水旱灾害较为频繁,水利对全市经济和社会发展具有十分重要的作用。城乡经济的快速发展、社会事业的不断进步,对水利的服务保障能力提出了更高的要求。水利如何适应这一要求,更好地为全市现代化建 Located in the lower reaches of the Yangtze River, Qinhuai River and Chuhe River, Nanjing is a typical “flood corridor” where rivers, rivers and lakes discharge the upper reaches of the floodwater. At the same time, over 65% of the area is in the hilly area.
