矿产资源是一个国家国民经济和社会发展的重要物质基础,对经济发展起着无可替代的作用。但由于我国法律法规关于矿产资源产权制度界定不够明确,使得矿产资源主体虚化,加上我国长期以来对环境保护的漠视,导致矿产资源开采中对环境造成了严重地污染和损害,资源浪费和枯竭成为我国目前面临的严峻社会现实。因此,如何在生态文明的大背景下建立和完善矿产资源产权制度就显得尤为重要,文章拟就此问题提出相应的建议。
Mineral resources are an important material basis for a country’s national economy and social development and play an irreplaceable role in economic development. However, due to the lack of clarity on the definition of the property rights system of mineral resources in China’s laws and regulations, the main body of mineral resources is getting weakened and the long-standing neglect of environmental protection in our country has led to serious pollution and damage to the environment, waste of resources and The depletion has become the grim social reality that our country now faces. Therefore, how to establish and improve the system of property right of mineral resources under the background of ecological civilization is particularly important. The article proposes to put forward corresponding suggestions on this issue.
