一、传统国营企业资产体制面临的问题传统的国营企业资产体制的基本特征,是以政府为国营企业资产主体、国营企业作为行政机关的附属物而存在。国家以行政系统为依托,对国营企业资产占有、支配、使用和处置的全过程实施统一的管理体制。这样一种占主体地位的国营企业资产管理体制,同当前要建立的社会主义市场经济体制形成了比较尖锐的矛盾。主要表现在以下几个方面:
I.
