去年以来,省政协组织部分常委、委员及专家、学者,就加快我省旅游业发展问题,深入我省部分市进行了专题调研,并赴甘肃、陕西、北京3省市进行了学习考察。通过考察、研讨,大家一致认为:河北是全国唯一兼有海滨、平原、湖泊、丘陵与高原的省份,人文、自然和社会旅游资源不仅数量众多、类型齐全,而且特色突出、品位极高,不少为全国之最,堪称旅游资源大省。但以1999年为例,全省旅游总收入占GDP 的比重仅为4.1%,低于全国4.8%的水平。旅游业尚未成为我省的支柱产业,还远没有树立起旅游
