通过建立投入产出与线性规划相结合的装备动员模型和依据国家《2007年42部门投入产出表》对装备动员的潜力、效率及影响的定量分析表明,我国装备动员对整个国民经济影响较大,动员能力发挥对其他产业的依赖性较强,需要进一步调整产业结构和产业之间的经济技术联系。据此,应提高装备制造业科技水平,减少单位产值能耗;调整和优化产业结构,加强第二产业各产业之间的经济技术联系;坚持走军民融合式发展道路,减少装备动员对整个国民经济的负面影响。
