近年来,“前腐后继”、“窝案”、“串案”在少数地区时有发生,说明仅靠抓人、换人的被动式反腐是不够的。要使权力在阳光下健康运行,制度是最好的“笼子”。一要坚持民主集中制,让权力“不能腐”。从腐败案件看,掌握人权、财权的“一把手”占很大比例。河南省交通厅曾连续有四任厅长因腐败受到查处,江西省3年时间曾处理22名县委书记、县长。民主集中制是预防腐败的利器,它能防止权力凌驾于组织之上,成为个人、部门的私利。
