“九·一八”事变前,日本帝国主义对东北的侵略政策以经济侵略为主。为推行其经济政策,首先着手操纵东北的金融领域。通过在我国东北发行货币、投击倒把、垄断汇兑及金融资本输出等种种手段,扰乱东北金融市场,破坏东北的金融秩序,欲挤垮东北的金融体系以取而代之。到“九·一八”事变前,尽管这一目的没能得以完全实现,但也确使东北的金融体系遭到重创。
Prior to the “September 18 Incident”, the Japanese imperialist policy of aggression against the Northeast mainly focused on economic aggression. In order to promote its economic policy, it first started to manipulate the financial sector in the Northeast. Through the means of issuing currency in the northeast of our country, putting down the flames, monopolizing foreign exchange and exporting financial capital, it disrupts the financial markets in northeast China and undermines the financial order in the northeast in order to siphon the northeast financial system and replace it. By the time of the September 18th Incident, although this goal could not be fully realized, it surely hit the northeastern financial system hard hit.
