人的政治理念内在地左右着政治行为,决定了培育政治文化是极具意义的政治发展目标。为使上海农民积极参与基层民主实践,就必须开辟政治文化建设的集约化路径。一是发展经济为政治文化建设夯实物质基础;二是完善制度为政治文化建设营造体制环境;三是改进实践为政治文化建设提供现实保障。
The political conception of human beings inherently dominates the political behavior and determines that cultivating political culture is a very significant political development goal. In order for Shanghai peasants to actively participate in the practice of grassroots democracy, we must open up an intensive path for the building of political culture. First, economic development should lay a solid material foundation for political and cultural construction; second, improve the system to create an institutional environment for political and cultural construction; third, improve practice to provide realistic guarantees for the construction of political culture.
