进入90年代以来,经济全球化和信息化的趋势不断加快,给整个世界经济发展带来全新的变化,进入了新的发展阶段。世界各国为适应这种新的变化趋势,不断推进技术进步,特别是以信息技术为代表的高新技术迅猛发展,国际市场竞争更加激烈,这既给我国经济发展提供了良好机遇,同时也使我们面临严峻的挑战。多年以来我国经济发展的主要任务是解决人民生活温饱和供应短缺问题,经过50多年特别是改革开放10多年来,我国生产水平迈上了一个大台阶,供应短缺状况已基本结束,市场供求关系发生重大变化,一般工农业产品出现了阶段性、结构性剩余。但也存在经济结构不合理的问题,这突出表现在产业结构不合理,地区发展不协调,城镇化水平低,国民经济整体素质不高,国际竞争力不强。这种结构性矛盾越来越不适应加快经济发展的需要,越来越不适应扩大对外开放、积极参加经济全球化的需要。这就是说,我国经济发展已经到了非要对经济结构进行调整不可的阶段;就是要以结构调整促进经济发展的阶段。
