著名的经济学家厉以宁先生曾经提出“第三次分配”的理论,即借由市场实现的分配、政府对收入进行调节实现的分配、个人出于自愿或道德舆论进行的捐赠。如今我国贫富差距悬殊,政府的宏观调控只能在一定程度上解决问题,这就需要慈善事业发挥作用,而公益信托的适用具有重大意义,能够极大推动慈善事业的发展。
The famous economist Mr. Li Yining once put forward the theory of “third distribution”, that is, the distribution achieved through the market, the distribution of the government’s regulation of income, and the donations made by individuals on voluntary or moral public opinions. Nowadays, the disparity between the rich and the poor in our country is wide. The government’s macroeconomic regulation and control can only solve the problem to a certain extent, which requires the philanthropy to play its role. The application of the nonprofit trust is of great significance and can greatly promote the development of charity.
