近年来,电力设施已成为犯罪分子盗窃破坏的主要目标,造成国家和集体巨额的经济损失。泉州是福建省的用电负荷中心,社会用电总量连续五年位居全省九地市首位。但自1997年10月至2000年9月三年间,盗割电力线路的犯罪分子在泉州猖撅作案超过百起,泉州电业局所属的电力线路被盗割8770余米,直接经济损失220余万元。造成工农业生产和人民生活用电的间接损失则更大。泉州市公安机关在严厉打击各种严重刑事犯罪的斗争中,一直把盗割电力线路的犯罪活动作为重点打击对象之一。仅1999年初至2000年9月,全市抓获盗割电力线路犯罪嫌疑人53名(其中已判有期徒刑24名),摧毁犯罪集团13个(成员43
In recent years, power facilities have become the main target of criminals’ theft and destruction, causing enormous economic losses to both the state and the collective. Quanzhou is the electricity load center in Fujian Province, and the total social electricity consumption ranks first among the nine cities in the province for five consecutive years.
