国务院秘书长华建敏同志在接见中国行政管理学会领导人时说过 ,行政管理的学术研究要围绕党中央、国务院的中心工作 ,重点研究行政管理实践中的热点难点问题。为更好地反映行政管理实践中的热点问题 ,更好地架构理论与实践之间的紧密联系 ,为拓宽言路 ,反映各方面的声音 ,《中国行政管理》从 2 0 0 4年起开设“热点大家谈”栏目。本栏目将就某一个热点问题 ,请行政学界的“大 (专 )家”和各行各业的“大家”来发表自己的看法 ,百花齐放 ,百家争鸣 ,共同为推进行政管理科学的理论和实践贡献自己的智慧和力量
