国有企业改革目前的困境主要来源于一个问题,即国有企业的功能定位问题。本文通过对国有企业功能的界定与分析,阐述其功能定位的特殊性,指出其发展现状的严峻性,致力于通过厘清政企关系和产权制度来实现国有企业两大属性的融合,明确其改革目标的公益性和改革路径的市场化,做到实现提高国有资本运营效率,深化国有企业改革,为市场经济注入新活力。
The current predicament of the reform of state-owned enterprises comes mainly from one issue, namely, the functional orientation of state-owned enterprises. Through the definition and analysis of the functions of state-owned enterprises, this paper expounds the particularity of its function orientation, points out the seriousness of its development status, strives to realize the integration of the two major attributes of state-owned enterprises by clarifying the relationship between government and enterprises, The goal of public welfare and the reform of the market-based approach, so as to achieve the operational efficiency of state-owned capital, deepen the reform of state-owned enterprises, to inject new vitality into the market economy.
