根据“坚持以人为本,树立全面、协调、可持续的发展观,促进经济社会和人的全面发展”的科学发展观内涵,以权威机构典型观点的高频指标为基础、结合中国统计资料的现状和复杂系统评价的可观测原则,根据经济、生态、社会、人的全面发展、科学技术等五个准则构建了科学发展综合评价指标体系.运用平均值法、Boarda法和Compeland法三种组合方法对多种评价方法得到的不同结果进行组合评价,建立了基于循环修正思路的科学发展评价模型,并采用中国10个副省级城市的截面数据进行实证研究.本模型的创新及特色一是通过人均绿色GDP、国民幸福指数等指标反映科学发展观以人为本的核心,通过人均绿地面积、万元GDP综合能耗等指标反映全面协调可持续发展的科学发展观内涵.二是通过循环修正的组合评价方法,对我国典型的10个副省级城市的科学发展进行了评价,并找出了影响各副省级城市科学发展的主要因素.
