改革开放前,航空工业的安全工作是以责任制为中心,以安全生产规程制度、安全技术措施计划、安全宣传教育、安全检查、伤亡事故分析与处理为主要内容展开的。毫无疑问,这样的工作,对航空工业安全事业的发展起到了极大的推动作用。改革开放后,随着科学技术的不断进步,特别是引进和学习了发达国家有关安全生产的理论方法,越来越使我们认识到,原有的安全工作内容及方法,已满足不了当前形势的需要。
Before the reform and opening up, the aviation industry’s safety work centered on the responsibility system, with safety production rules and regulations, safety technical measures plans, safety publicity and education, safety inspection, casualty accident analysis and treatment as the main contents. Undoubtedly, such work has greatly promoted the development of the aviation industry’s safety cause. After the reform and opening up, with the continuous progress of science and technology, especially the introduction and study of the theory and method of safe production in developed countries, we are increasingly realizing that the contents and methods of the original security work can not satisfy the current situation need.
