中国西部贫困山区具有经济发展水平低和生态环境脆弱的双重特点,农民脱贫致富奔小康与生态环境重建之间有着极为密切的关系。环境的改善涉及的是相对简单的生态技术,而真正复杂、难于解决的是在一个落后地区如何发展经济、摆脱旧体制和封闭思想的束缚等问题。在西部大开发的背景下进行生态经济重建,对西部贫困山区的经济繁荣和环境可持续发展都有重大意义。
The impoverished mountainous areas in western China have the dual characteristics of low level of economic development and fragile ecological environment. Farmers are extremely close in their relations with the reconstruction of the ecological environment since they have been striving for poverty and becoming prosperous. Environmental improvement involves relatively simple ecological technologies. What is really complicated and difficult to solve is how to develop the economy, get rid of the old system and confine the ideology in a backward area. Rebuilding the eco-economy under the background of developing the western region is of great significance to the economic prosperity and environmental sustainable development of impoverished mountainous areas in the west.
