我们在税收、财务大检查中,发现有的部门特别是乡镇政府把企业承包给厂长(经理)时,只规定承包期限,按合同上缴业务费以及留利等条款,忽视企业固定资产折旧,设备维修、更新以及提高经济效益等问题,以致造成了有些人在合同承包期间,为了个人多得,而不顾企业远期利益,拼设备,拼厂房。有一个公司把汽车全部承包给个人,承包期满,车毁机残,承包费收入只有六万多元,而汽车大修费却要支出八万多元。为此,我们建议:
