在广东茂名市,人们提到邓刚的名字,无论是在职干部,还是离退休老同志,许多人都会说:“他是一个永远闲不住的人”。他担任茂名市副市长、人大副主任期间是这样,退出领导岗位后仍然是这样。1993年春,市人大换届后,邓刚从领导岗位上退下来了。在1993年10月市老促会换届时,邓刚继续被选为副理事长(后任常务副理事长)。从此,他的大部分精力,都投入了革命老区工作中去。在建立老区基金、协助落实老区议案,弘扬革命传统等项工作中,他都亲力亲为,每一项成绩的取得都灌注了他的大量心血。
