一、当前车间统计工作存在的问题1.“一个媳妇两个婆婆”的双重统计管理体制有待改变。现行工业企业统计管理体制是车间统计与综合统计只存在业务联系,而重要的组织、人事、经费、物质利益等则由车间直接管理,这种体制愈来愈显示其弊端,主要表现在:第一,管理方式缺乏整体性,造成车间统计各自为政,综合统计无法发挥领导作用的局面,全厂统计工作缺乏严格的约束机制,没有形成“一盘棋”。第二,统计数字的真实性无法保障。由于车间统计受车间直接领导,统计工作受“长官意识”干扰严重,产生了虚报、瞒报等现象,出了差错也难以追究责任。第三,由于车间既管人又管数,统计工作难以开展,统计队伍也不稳定。2.对车间统计工作的认识存在片面性
I. Problems in the Current Workshop Statistics 1. The double statistical management system of “one wife-in-law and two grandma-in-law” needs to be changed. The existing statistics system for industrial enterprises is that there is only business connection between workshop statistics and general statistics, while important organizations, personnel, funds and material interests are directly managed by the workshop. Such a system shows its drawbacks more and more, mainly in the following aspects: First, the lack of integrity management methods, resulting in shop statistics fragmented, comprehensive statistics can not play a leadership role in the situation, the whole plant statistics lack of strict restraint mechanisms, there is no formation of “a game of chess.” Second, the authenticity of the statistics can not be guaranteed. As the shop floor statistics were directly led by the workshop, the statistical work was severely disturbed by the “executive’s awareness,” resulting in such phenomena as false reporting and concealment. It was also hard to hold accountable for errors. Thirdly, the statistical work is difficult to carry out because the workshop is in charge of both control and management, and the statistical team is not stable. 2.
